IE: The City of Savannah, Georgia (on abandoned shopping carts)

Saying the city itself doesn't feel right, but I don't even know who exactly to pin this on.

ARTICLE: Savannah's abandoned shopping cart ordinance going up for vote

Summary: The Savannah City Council is set to vote on an ordinance which would fine businesses if their carts are found outside their property. Did someone steal one of your carts and leave it on the side of the road a few miles away? That'll be a fine of $375.

Failing to clean up my own mistakes since the early 80s.

What is this, Egypt? so are the Savanna people going "eh illi waddaaha hnak?" every-time they find out a shopping cart is stolen--you know, as if it were the business owner/shopping cart's fault if it does get stolen?

Then again, I'm trying to find logic in a city-council from a state that produced the man behind the "Edgarsaga", and "Guam will tip over"

SO glad they've taken care of all the murder, rape, and arson and can now focus on things like this!
