This Week's Quote: "Never forget, even for an instant, that the one and only reason anybody has for taking your gun away is to make you weaker than he is, so he can do something to you that you wouldn't let him do if you were equipped to prevent it. This goes for burglars, muggers, and rapists, and even more so for policemen, bureaucrats, and politicians." —L. Neil Smith

This American Life was one of the programs that got fooled by that guy who wrote that bogus report about how bad working conditions at Foxcon were, including the completely bogus claim of having spoken to English-speaking employees there (who were unlikely to exist, given how many better options anyone in China who speaks good English has) and pretending that he needed to protect his (Chinese government supplied) translator from government reprisals (despite the fact who she was would obviously be known to her employers, the Chinese government).  They did, eventually, run a Mea Culpa story explaining how stupid they'd been, but they don't seem to have learned anything.

Digitally signed malware doesn't even need to have certificates purchased from the darkweb.  Microsoft will happily sell you signing certificates.  They might revoke them later if they think you've done something they don't like, but they tend to not look for things like malware as a reason to revoke.  It's pretty clear that the main thing they want to prevent with that is defeating DRM, and has been since it came in just over a decade ago.
