Actually, the Roman salute only looks like a Nazi salute if you deliberately distort it with careful selection of the photography angle and/or cropping.  (The Roman salute is done with the right hand, and in this context begins with the arm extended, palm upwards, towards the flag, then the hand is brought over the heart.  By selecting an angle where the orientation of the hand is obscured and the flag is not visible or cropping it out the person can be made to appear to be giving a Nazi salute.)   It being used to discredit people during WWII resulted in the use of the Roman salute falling out of favor, now if any gesture is done at all it is usually just placing the right hand over the heart.

What they're giving in the photo is the same salute the Nazis would later use. The hand is an extension of the arm, it isn't bent so the palm is facing the flag. At the time they called it the Bellamy Salute.

And, according to the description, they're actually doing it wrong.  It was specifically intended to be palm up (which is, as noted in the article, somewhat awkward).  If you can see the flag, it's obviously not a Nazi or Fascist salute.

Where the idea that this gesture was used in Classical Rome is something I'd like to know.  Was this just another example of movies just inventing a gesture when they needed one, like the thumbs up/down gesture for the Roman Emperor saying to spare or kill a gladiator?  (The classical sources only say the gesture involved 'pressing' the thumb, but no specific gesture is described.  Compare this to modern references to people 'giving the finger,' 'making the peace sign,' or [mostly in the UK] 'giving the V sign,' which you see commonly while not very often seeing specific descriptions of what these gestures actually are.)
