OK, so San Francisco doesn't have any shopping malls with food courts or any restaurants in the commercial space at the bottom of many office buildings.  Or, at least, there won't be any new ones.  I think this is the first time I've heard of anyone trying to claim that restaurants are industrial, rather than commercial.
