Two important things to note about the list of printers with steganographic identifiers in their output:  The list is no longer maintained, and the list only covers a single (although probably one of the easiest) method of placing a steganographic identifier in a printed document.  It seems likely that essentially all current printers do this, with different printers using different methods (and likely multiple methods as well) to prevent all of them being easily circumvented.

A significant part of the problem in London is the current mayor.  He claims to not have the money in the police budget to monitor any of the approximately 400 known former ISIS fighters who have returned to the UK and are known to be in London.  He does, however, have the money in the police budget to start up a new, multi-million pound unit to investigate hate crimes against Muslims.  (Keep in mind that a wolf whistle is being treated as a hate crime against women in Reading, so you know what kind of sanity level this unit is going to have.)

That is not going to make it easier on the Muslim community: it's only going to deepen the crisis instead.

Doesn't help that both sides in Britain have a poor understanding of the situation: the recent increase in terrorist attacks in London and elsewhere seems tied to the situation in Syria and Iraq now: ISIS is losing, and losing hard. They've abandoned Raqqa as a capital, which is now being encircled (there's a rear-guard there naturally to slow the Kurds down). Mosul is all but captured: this and the recent videos from their propaganda reveal of mood of desperation and often enjoin their followers to "save" the pretended Caliphate.

There was even one (hilarious) video of some ISIS goon complaining about the situation (start @ ~ 0:51):

In case you're wondering: guy says, among other things, that they came to "save your honor, but had our honor violated..."

Ironic? that's an understatement. But point remains: things are going to get ugly, and the handling of the situation by governments has not been in any way good. I do wonder if there even IS a good answer.

We've been beyond the realm of good answers for a long time.  Western governments have turned a large portion of the Muslim world into an angry hornet's nest and can't resist continue to hit it with sticks.

The US had a real chance to change things in 2012, but the Republican party (ironically, the substantially less corrupt of the two main US parties) deliberately decided to prevent the candidacy of Ron Paul, who not only was the only contender for President they had who could have beaten Barrack Obama (instead the RNC forced the candidate least capable of beating him into the race, I mean seriously, I didn't understand throwing the election that way until it was pointed out that the RNC is run by lobbyists who make far more money if the President is a Democrat) but who had a very simple and solid foreign policy:  Don't mess with anyone who isn't actually making direct attacks on US territory.  (Surely it must be the case that any terrorist or proper military attacks made in other countries must be the responsibility of the governments of those countries to deal with.  Foreign interests of Americans are no business of the US government.  Only an idiot makes investments overseas without considering the nature and stability of the government of the place being invested in.)
